The International Conference on Collaborative Development of Remanufacturing of Construction Machinery in China (Hunan) Pilot Free Trade Zone was held

At the event, the Malaysian standard management department signed a construction machinery standard access agreement with the National Construction Machinery Quality Supervision and Inspection Center.

Shen Yumou, Director of the Department of Commerce of Hunan Province, stated that product standards are an important foundation for promoting international trade facilitation. The signing of the access agreement not only reduces the cost of repeated certification for enterprises and shortens the export cycle of products, but also marks another milestone for Hunan Pilot Free Trade Zone to promote the integration of "international high standard economic and trade rules", opening up a new path for Chinese construction machinery to enter the Southeast Asian market and deepen international production capacity cooperation.

The signing of this agreement marks the mutual recognition and exchange of quality standard systems between China and Malaysia in the field of construction machinery, creating a more standardized and efficient trade environment for both sides' enterprises and promoting industrial cooperation to a new level.

At the event, Hunan Province and Hainan Province jointly issued two local standards, the "General Rules for the Evaluation of Second hand Equipment for Export Engineering Machinery" and the "Service Specification for the Evaluation of Second hand Equipment for Export Engineering Machinery", which for the first time clearly defined the evaluation principles and overall requirements, evaluation categories, evaluation objects, evaluation processes, evaluation contents, and evaluation methods for second-hand equipment for export engineering machinery. The evaluation objects include second-hand equipment in categories such as earthmoving machinery, concrete machinery, lifting machinery, pile driving machinery, excavation machinery, shovel transportation machinery, road construction and maintenance machinery, high-altitude operation machinery, industrial vehicles, tunnel engineering machinery, etc.

The two standards jointly issued by the two provinces mark a breakthrough from "1 to N" in the standardization construction of engineering machinery remanufacturing in Hunan and Hainan provinces. They not only establish the "Xiangqiong Standard" for the export of second-hand equipment, but also become a "bridge" to connect with international standards, helping China's construction machinery to achieve stable and far-reaching development in the global market.

In order to accelerate the development of the remanufacturing industry, under the strong leadership of the Hunan Provincial Party Committee and Government, Changsha, Xiangtan, and Yueyang are working together to accelerate the creation of a new pattern of industrial coordinated development led by the pilot free trade zone.

Tan Haoran, Deputy Secretary of the Party Working Committee and Director of the Management Committee of Changsha Free Trade Zone, made a recommendation for the development of engineering machinery remanufacturing. Tan Haoran introduced that the development of the engineering machinery remanufacturing industry in the Changsha area has a solid industrial foundation and scale, gathering nearly 400 remanufacturing and maintenance export enterprises, with an export equipment value of 3 billion yuan, covering 21 countries. With an open innovation platform and carrier, the Changsha area engineering machinery remanufacturing and maintenance export base was unveiled in March this year, achieving multiple national firsts: issuing the first certification certificate for remanufactured products in the pilot free trade zone, the first value-added tax special invoice, the first certificate of origin, establishing a second-hand car export registration service station, and building an institutional channel for Hunan's engineering machinery remanufacturing products to "go global". We have created the Xiangqiong Advanced Manufacturing Co construction Industrial Park as a "springboard" for going global. The industrial park focuses on advanced manufacturing industries such as engineering machinery remanufacturing. Leading and supporting enterprises such as Sany, Zoomlion, and Xingbang have settled in, and the industrial ecology has taken shape. With solid industrial policies and guarantees, the Changsha area has significantly reduced the time for legal and non litigation disposal from 7 months to 5 months through reform and innovation, and reduced costs from 18% to 13%. The Changsha area has disposed of a total of 768 legal machines, with a total amount of approximately 390 million yuan, saving the host factory more than 40 million yuan in costs. At the same time, by evaluating and verifying the original value and issuing invoices through dedicated windows, we can solve the problem of "no input invoices" and help enterprises operate in compliance and grow stronger.

Cui Wang, Deputy Secretary of the Party Working Committee and Director of the Management Committee of Xiangtan Yuetang Economic Development Zone, specially recommended the Central International Machinery Park. 12 of the world's top 50 construction machinery brands, including XCMG, Liugong, Lingong, and Volvo, as well as over 120 construction machinery parts suppliers, have settled in the Central International Machinery Park. In 2024, the transaction volume of remanufactured equipment in the Central International Machinery Park exceeded 6000 units, with a transaction volume of 1.2 billion yuan.

Zhang Yongjiu, Deputy Secretary of the Xiangyin County Committee and County Mayor of Yueyang City, specially recommended the Xiangyin Engineering Machinery Remanufacturing Industrial Park. The industrial park is adjacent to Yugonggang Port and focuses on building a full industry chain of "recycling maintenance remanufacturing trading". Through collaborative linkage with Changsha Free Trade Zone and Xiangtan Yuetang Central International Machinery Park, it aims to build a highland of engineering machinery remanufacturing industry that radiates both domestically and internationally.
